What is a Waterway and Wetland Assessment?

A waterway and wetland assessment is an ecological evaluation of freshwater, estuarine, or marine aquatic environments and their associated riparian zones. These assessments characterise the ecological values of waterways and wetlands, evaluate potential impacts from proposed development, and recommend measures to protect aquatic ecosystem health.

In Queensland, waterways and wetlands are protected under multiple legislative frameworks including the Water Act 2000, the Fisheries Act 1994, the Environmental Protection Act 1994, and the Environmental Protection (Water and Wetland Biodiversity) Policy 2019. Local government planning schemes throughout South East Queensland and regional Queensland also include waterway and wetland overlay provisions that trigger assessment requirements for development applications.

Waterway and wetland assessments typically cover a range of ecological components including riparian vegetation condition, aquatic habitat structure, water quality parameters, macroinvertebrate communities, fish habitat values, and hydrological connectivity. The scope of each assessment is tailored to the specific regulatory requirements triggered by the proposed development and the environmental values present at the site.

When Do You Need a Waterway and Wetland Assessment?

Waterway and wetland assessments are required in numerous development scenarios across Queensland:

Local Government Waterway Overlays

All South East Queensland councils and many regional councils include waterway corridor or riparian buffer overlays in their planning schemes. Development within these overlay areas typically triggers code or impact assessment against waterway protection provisions. An ecological assessment of waterway values is generally required to demonstrate compliance with the performance outcomes of these codes.

Matters of State Environmental Significance (MSES)

MSES waterways - including declared fish habitat areas, waterways providing for fish passage, and high ecological value waters - are prescribed environmental matters under the Environmental Offsets Act 2014. Development impacting MSES waterways may require referral to SARA and assessment of potential significant residual impacts.

Wetland Protection Areas

Queensland’s wetland mapping identifies wetlands of high ecological significance, Great Barrier Reef wetland protection areas, and Directory of Important Wetlands sites. Development within or adjacent to mapped wetland areas triggers specific assessment requirements under state and local planning instruments.

Stormwater Management

Major development applications require stormwater management plans that address water quality treatment and flow management to protect downstream waterway health. Ecological assessment of receiving waterways informs the design objectives for stormwater management systems and determines the sensitivity of downstream environments to changes in flow regime or water quality.

Our Process

  1. Desktop Analysis - We review waterway and wetland mapping layers, including Queensland Waterways for Waterway Barrier Works spatial data, MSES mapping, wetland protection area mapping, water quality objectives, and local government overlay mapping. We assess the regulatory framework applicable to the site and identify all relevant assessment triggers.
  2. Riparian Vegetation Assessment - We survey the condition and extent of riparian vegetation along affected waterways, including species composition, structural complexity, weed invasion, and bank stability. Riparian assessments inform buffer width recommendations and vegetation management requirements.
  3. Aquatic Habitat Assessment - We assess in-stream and aquatic habitat values including substrate composition, pool-riffle sequences, snag habitat, macrophyte communities, and connectivity to upstream and downstream reaches. For wetlands, we assess wetland type, vegetation communities, hydroperiod, and habitat values for waterbirds and other wetland-dependent fauna.
  4. Water Quality Assessment - Where required, we collect water quality data including physicochemical parameters, nutrients, and turbidity. Results are assessed against the Environmental Protection (Water and Wetland Biodiversity) Policy 2019 water quality objectives for the relevant waterway or wetland.
  5. Impact Assessment and Recommendations - We evaluate the potential impacts of the proposed development on waterway and wetland values, and recommend avoidance, mitigation, and management measures. This includes riparian buffer recommendations, construction management measures, stormwater treatment objectives, and long-term management requirements.
  6. Reporting - We deliver a comprehensive waterway and wetland assessment report that addresses the relevant regulatory requirements, presents field survey results, and provides clear recommendations for development design and management.
