Has the council name changed from MBRC to City of Moreton Bay?

Yes. The local government area is now the City of Moreton Bay. Older documents and planning scheme references may still refer to Moreton Bay Regional Council (MBRC). The planning scheme and overlay requirements have been carried forward under the new council name.
