What Is Regional Ecosystem Verification?
Regional Ecosystems are vegetation communities defined by the Queensland Herbarium based on geology, landform, soil, and the characteristic native species assemblage. Every RE in Queensland is assigned a Vegetation Management Act (VMA) class - either Endangered, Of Concern, or Least Concern - and a biodiversity status under the same categories. These classifications directly determine the level of regulation that applies to the vegetation.
The state’s RE mapping is produced at a broad scale (typically 1:100,000) using aerial photography interpretation and limited ground-truthing. At the property level, this mapping can be inaccurate. Boundaries may be wrong, the mapped RE may not match the species composition observed on site, or distinct vegetation communities may have been lumped together under a single RE code.
RE verification involves sending qualified ecologists into the field to systematically sample the vegetation, identify the species present, assess the structural characteristics, and compare these observations against the Queensland Herbarium’s Technical Descriptions for the mapped and candidate REs. When Do You Need Regional Ecosystem Verification?
RE verification is required or recommended in a wide range of planning, development, and land management scenarios:
PMAV Applications
If you’re applying for a Property Map of Assessable Vegetation (PMAV) to change the vegetation category mapping on your property, the Department of Resources will require field verification of the REs present. An RE verification report forms a core component of the PMAV supporting evidence.
Vegetation Clearing Assessments
When applying to clear regulated vegetation under the VMA, the assessment must be based on the actual RE present - not just the mapped RE. If the on-ground RE differs from the mapping, the assessment benchmarks, offset requirements, and even the need for the application itself may change. Development Applications
Councils and SARA may require RE verification as part of a development application where the proposal intersects mapped vegetation. Our RE Verification Methodology

1. Desktop Analysis
Before heading to the field, we review the current state RE mapping, geology and soils mapping, topographic data, historical aerial photography, and any previous ecological reports for the property. This analysis identifies the mapped REs, highlights potential mapping anomalies, and informs the field survey design - including the number and location of vegetation survey plots.
2. Vegetation Plot-Based Sampling
In the field, we establish systematic vegetation survey plots in accordance with the Herbarium’s methodology. Each plot records:
- Species composition - all vascular plant species present, with particular attention to canopy, sub-canopy, shrub, ground, and emergent layers
- Structural assessment - canopy height, canopy cover percentage, stem density, and the presence of structural features such as hollows, fallen timber, and epiphytes
- Landform and soils - geological substrate, soil type, drainage characteristics, and landscape position
- Disturbance indicators - evidence of historical clearing, fire, grazing, weed invasion, and other factors that may have altered the vegetation from its pre-clearing benchmark
- GPS coordinates and photographic evidence - all plot locations are recorded with sub-metre GPS accuracy and accompanied by representative photographs
3. Species Composition Analysis
We compare the recorded species assemblage against the Queensland Herbarium’s RE technical descriptions to determine the best-fit RE for each survey area. This analysis considers the diagnostic species for each candidate RE, the structural characteristics, and the landscape context. Where the vegetation is transitional or ecotonal, we document the evidence for each candidate classification.
4. RE Verification Report
We prepare a comprehensive verification report that includes mapped outputs showing the verified RE boundaries, full species lists for each survey plot, structural data, photographic evidence, and a detailed justification for the verified RE classification. The report is formatted to meet the requirements of the Department of Resources, SARA, and local councils.
Why RE Verification Matters
The RE mapped on your property has far-reaching consequences for what you can do with your land:
- Development constraints. An RE classified as Endangered under the VMA triggers the most restrictive assessment pathway and is extremely difficult to obtain clearing approval for. If the on-ground RE is actually Least Concern, the regulatory pathway is significantly simpler.
- Offset requirements. Offsets for clearing Endangered REs can cost hundreds of thousands of dollars. Verifying the correct RE can dramatically reduce - or eliminate - offset obligations.
