Biodiversity Offset Strategies

Queensland Ecologists develops biodiversity offset strategies under the Queensland Environmental Offsets Framework and EPBC Act Environmental Offsets Policy, identifying suitable offset sites, calculating requirements, and preparing offset delivery plans for developments across Queensland.

What is a Biodiversity Offset Strategy?

A biodiversity offset strategy is a strategic assessment that evaluates offset options and delivery mechanisms for a development that has been determined to have a significant residual impact on prescribed environmental matters. Unlike an Offset Management Plan - which details the on-ground management of a specific offset site - an offset strategy sits at the planning and options assessment stage, helping proponents understand their offset obligations and make informed decisions about how to meet them.

In Queensland, environmental offsets are governed by the Environmental Offsets Act 2014 and the Queensland Environmental Offsets Policy. At the Commonwealth level, the EPBC Act Environmental Offsets Policy applies to matters of national environmental significance. Both frameworks provide for multiple offset delivery mechanisms, and selecting the right approach can have significant implications for project cost, timeline, and risk.

A well-prepared offset strategy gives proponents clarity on their offset obligations early in the development process, enabling informed decisions about project design, staging, and financial planning. It also demonstrates to regulators that the proponent has a credible pathway to meeting their offset commitments, which can support clearer, more predictable discussions with regulators.

When Do You Need a Biodiversity Offset Strategy?

Following a Significant Residual Impact Finding

Once a significant residual impact assessment has determined that a development will result in significant residual impacts on prescribed environmental matters, the proponent will generally need to provide offsets. An offset strategy is the logical next step - assessing the available delivery options and recommending the most appropriate approach before committing to a specific offset site or mechanism.

Large or Staged Developments

Major residential, commercial, or infrastructure developments that will be delivered in stages over multiple years benefit from a strategic approach to offset delivery. An offset strategy can identify opportunities to stage offset delivery in line with the development program, reducing upfront costs and enabling adaptive management of offset obligations as the project evolves.

Multiple Prescribed Matters

Developments that impact multiple prescribed environmental matters - such as regulated vegetation, koala habitat, and MSES waterways - may have complex, overlapping offset obligations. An offset strategy evaluates whether a single offset site can address multiple obligations (stacking), or whether separate offset arrangements are required for different matters.

Early Project Planning

Proponents considering development on sites with significant ecological constraints benefit from early offset strategy work. Understanding the likely offset obligations and costs during the feasibility or master planning stage enables informed decisions about site layout, development yield, and project viability.

Our Process

  1. Offset Obligation Calculation - We use the Queensland Offsets Calculator and/or the EPBC Offsets Assessment Guide to quantify the offset requirement for each prescribed environmental matter where a significant residual impact has been identified. We calculate offset requirements in terms of area (hectares), habitat quality, and the specific ecological attributes that the offset must address.
  2. Delivery Mechanism Assessment - We evaluate the available offset delivery mechanisms, including:
    • Proponent-driven offsets - the proponent secures and manages an offset site, delivering conservation outcomes through an approved Offset Management Plan
    • Financial settlement offsets - the proponent makes a financial payment to the state government, which is used to fund offset delivery through the Environmental Offsets Fund
    • Conservation agreements and Nature Refuge - legally binding conservation agreements that protect offset sites in perpetuity
    • Offset market mechanisms - purchase of offset credits from third-party offset providers (where available)

We compare the cost, risk, timeline, and practical feasibility of each mechanism for the specific project context.

  3. Offset Site Identification and Suitability - For proponent-driven offset options, we identify potential offset sites and assess their suitability against the offset policy requirements. We consider factors including ecological suitability (regional ecosystem type, habitat quality, connectivity), legal suitability (tenure, existing encumbrances), practical suitability (access, management feasibility), and conservation gain potential.
  4. Cost-Benefit Analysis - We prepare a comparative cost analysis of the available offset delivery options, including land acquisition or lease costs, management costs, monitoring and reporting costs, financial settlement quantum, and ongoing management liability. This analysis enables proponents to make informed commercial decisions about their preferred offset delivery approach.
  5. Staged Offset Strategy - For large or staged developments, we develop a staged offset delivery program that aligns offset commitments with the development timeline. This may include staged land acquisition, progressive habitat restoration, and trigger points for offset delivery linked to development milestones.
  6. Reporting and Recommendations - We deliver a comprehensive offset strategy report that presents the offset obligations, evaluates delivery options, and provides clear recommendations. The strategy is designed to inform regulatory negotiations and support approval conditions that are practical and achievable for the proponent.
