In Queensland it is one of the most common conditions attached to a development approval - and one of the most common reasons a project is held up at the “operational works” or “plan of development” stage when it is missing, generic, or doesn’t match the approval.

What Is a Construction Environmental Management Plan?
A CEMP is a working document that sets out the environmental controls, responsibilities and monitoring for the construction phase of a project. It translates the environmental conditions of your approval into on-the-ground actions: who does what, when, to what standard, and what happens if something goes wrong.
Unlike a one-off ecological report, a CEMP is a live management tool. It is written to be used on site by the contractor and to be auditable by the assessing authority. A good CEMP is specific to your site, your approval, and your construction method - a downloaded template is usually worse than nothing, because it invites a request for a new plan and delays your works approval.
When Do You Need a CEMP in Queensland?
- As a condition of a development approval issued under the Planning Act 2016 - councils routinely condition a CEMP (often called an Environmental Management Plan - Construction) before operational works can start.
- Where the site triggers environmental overlays - vegetation, waterways, wetlands, koala habitat, acid sulfate soils or matters of state environmental significance (MSES).
- For works near a watercourse or wetland, where erosion and sediment control is required to protect water quality under the Environmental Protection Act 1994 and the Environmental Protection (Water and Wetland Biodiversity) Policy.
- Where a fauna spotter-catcher, clearing sequence or koala management is required before or during vegetation clearing.
- In South East Queensland fire ant biosecurity zones, where movement of soil, mulch and materials must be managed under the Biosecurity Act 2014.

Frequently Asked Questions
What’s the difference between a CEMP and an EMP?
An EMP (Environmental Management Plan) is the umbrella term. A CEMP is the construction-phase EMP. Larger projects often have a CEMP for the build, an OEMP for operations, and sometimes a DEMP for decommissioning.
Is a CEMP the same as an erosion and sediment control plan?
No - ESC is one part of a CEMP. A CEMP also covers vegetation, fauna, weeds, biosecurity, monitoring and compliance. On smaller sites the ESC component may be the largest part, but the plan still needs to address every environmental condition of the approval.
Who prepares the CEMP - the ecologist or the builder?
The ecological and environmental content should be prepared by a suitably qualified environmental professional, then handed to the contractor to implement. We prepare the plan; your site team runs it.
