What Is an Offset Management Plan?

An Offset Management Plan (OMP) is a comprehensive document that sets out how environmental offsets will be delivered to compensate for significant residual impacts on prescribed environmental matters. In Queensland, offsets are required under the Environmental Offsets Act 2014 and the Queensland Environmental Offsets Policy when a development or activity results in a significant residual impact on Matters of State Environmental Significance (MSES) or Matters of National Environmental Significance (MNES).

An OMP details the management actions, performance criteria, monitoring program, and adaptive management framework necessary to ensure that the offset achieves a conservation outcome that is equivalent to, or greater than, the impact being offset. It documents the commitments, actions, monitoring and performance targets required by an approval or offset arrangement, and forms a key component of offset delivery - whether the offset is delivered as a proponent-driven offset, through a financial settlement, or via a combination of approaches.

When Do You Need an Offset Management Plan in Queensland?

An OMP is required whenever a development or prescribed activity results in a significant residual impact on a prescribed environmental matter. Common triggers include:

  • State-Level Offsets (MSES): Impacts on remnant endangered or of-concern regional ecosystems, essential habitat for protected wildlife, regulated vegetation intersecting a watercourse, wetlands of high ecological significance, or connectivity areas identified in the State Planning Policy.
  • Federal-Level Offsets (MNES): Impacts on listed threatened species and ecological communities, migratory species, wetlands of international importance (Ramsar), or World Heritage properties under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).
  • Development Approval Conditions: Where SARA or a local council assessment identifies that the development will result in a significant residual impact, an offset condition is imposed on the development approval, requiring delivery of an offset in accordance with an approved OMP.
  • Environmental Authority Conditions: Resource and mining projects operating under an environmental authority may be required to deliver offsets and prepare an OMP as a condition of their authority.
  • Voluntary Offsets: In some cases, proponents may choose to deliver voluntary offsets to demonstrate environmental stewardship or to facilitate approval processes.

What’s Included in an Offset Management Plan

  • Offset Site Selection and Suitability: Justification for the chosen offset site, including demonstration that the site meets the offset suitability criteria under the Environmental Offsets Act - such as ecological equivalence, additionality, and long-term security.

  • Management Actions: Detailed prescriptions for the management activities required to improve and maintain the ecological values of the offset site. This typically includes weed control, pest animal management, fire management, erosion control, revegetation, and habitat enhancement.
  • Performance and Completion Criteria: Clearly defined, measurable criteria that must be achieved at specified milestones to demonstrate that the offset is delivering the required conservation outcome. Criteria are typically aligned with the Queensland Government’s offset assessment guide.
  • Monitoring Program: A structured monitoring regime with defined methods, indicators, frequency, and reporting requirements. Monitoring typically spans the life of the offset (often 20 years or more) and includes vegetation condition assessments, photo-point monitoring, fauna surveys, and threatening process assessments.
  • Adaptive Management: A framework for adjusting management actions in response to monitoring results. If performance criteria are not being met, the adaptive management framework prescribes corrective actions and triggers for escalation.
  • Financial Assurance: Details of the financial arrangements to ensure that the offset can be managed for the required duration, including cost estimates, funding mechanisms, and contingency provisions.
  • Legal Security: The mechanism by which the offset site will be legally secured - typically through a Voluntary Declaration under the VMA, a Nature Refuge agreement, or a covenant registered on title.
  • Reporting Requirements: Annual reporting obligations, including the format, content, and submission requirements for offset performance reports to the administering authority.
