What Is a Bushfire Attack Level (BAL) Assessment?

A BAL assessment determines the level of bushfire exposure a building site faces from surrounding vegetation. The assessment follows AS 3959:2018 - Construction of Buildings in Bushfire-Prone Areas and classifies your site into one of six BAL ratings:

  • BAL - LOW - Very low bushfire risk. No specific construction requirements.
  • BAL - 12.5 - Low bushfire risk. Ember attack possible. Basic construction upgrades required.
  • BAL - 19 - Moderate bushfire risk. Increased radiant heat exposure. Enhanced construction standards.
  • BAL - 29 - High bushfire risk. Significant radiant heat and ember attack. Substantial construction upgrades.
  • BAL - 40 - Very high bushfire risk. Direct flame contact possible. Major construction requirements.
  • BAL - FZ (Flame Zone) - Extreme bushfire risk. Direct exposure to flames. Highest construction standards or site may be undevelopable.

What Is a Bushfire Management Plan?

A Bushfire Management Plan (BMP) is a comprehensive document that addresses how bushfire risk will be managed for a development. It goes beyond the BAL assessment to cover:

  • Vegetation management - identifying hazardous vegetation and specifying fuel-reduction zones
  • Asset Protection Zones (APZs) - cleared and maintained buffers between buildings and bushland
  • Access and egress - ensuring safe evacuation routes and emergency vehicle access
  • Water supply - fire-fighting water provisions for the development
  • Landscaping requirements - species selection and planting layouts that reduce fire risk
  • Ongoing maintenance obligations - fuel load management and vegetation clearing schedules

When Do You Need a BAL Assessment or Bushfire Management Plan?

In Queensland, bushfire assessments are triggered by State Development Assessment Provisions (SDAP) State Code 21 - Development in a bushfire hazard area. You’ll need one if:

  • Your site is mapped within a bushfire hazard area on the State Planning Policy (SPP) mapping
  • You are lodging a development application (DA) for a new dwelling, subdivision, or material change of use
  • Your local council’s planning scheme overlay identifies bushfire risk on your lot
  • You are building in or adjacent to remnant vegetation, grassland, or bushland
  • Your project involves a community infrastructure or vulnerable use (aged care, childcare, hospitals) in a hazard area
