When your council needs an ecologist but does not employ one

Many regional and smaller Queensland councils receive development applications that trigger ecological overlays or require an ecology report, but do not have a dedicated ecology officer on staff to assess them. Planning officers are left to evaluate technical ecological work outside their expertise, or the application sits until someone is available.

Queensland Ecologists provides an independent ecology review service for local governments. We review the ecological reports, environmental management plans, and related technical documents submitted with development applications, giving your planning team a clear, qualified opinion they can act on.

What we review

We review the ecological and environmental documents that come in with development applications and as conditions of approval:

Ecology reports supporting DAs - survey methods, species identification, habitat mapping, impact assessment, and whether the conclusions are supported by the evidence and address the relevant legislation.
Environmental management plans - EMPs, CEMPs, OEMPs, and DEMPs submitted as conditions of approval. We check that the management actions are appropriate, measurable, and aligned with the approval conditions.
Koala and threatened species assessments - adequacy of habitat assessment, survey effort, and compliance with state and federal requirements.
Offset proposals and rehabilitation plans - whether offset calculations, site selection, and management commitments meet the applicable policy.

We do not take on vegetation clearing assessments or act on behalf of the applicant. Our role is strictly as an independent reviewer for the council.

How we work with your team

We fit into your existing workflow however suits your council:

Retainer - a standing arrangement where your planning officers send reports as they arrive. We review and return a written opinion within an agreed turnaround, billed monthly.
Per-review - each review is quoted and invoiced individually. Suitable for councils with lower DA volumes or seasonal peaks.
Preferred supplier panel - we join your procurement panel and are called on as needed alongside other providers.

In each case, your planning officer sends us the report and the relevant application documents. We return a structured written review that states whether the report is adequate, identifies any gaps or deficiencies, and recommends what further information may be required before a decision can be made.

Independence and conflict of interest

An effective peer review requires independence from the applicant. Queensland Ecologists does not routinely submit ecology reports on behalf of developers in regional council areas, which means we can review work submitted to your council without a conflict of interest. Our opinion is arm’s-length, defensible, and prepared solely in the council’s interest.

Qualifications

Reviews are conducted by Karen Schmidt, a Certified Environmental Practitioner (CEnvP) and Principal Ecologist with experience across Queensland’s regulatory frameworks. Karen prepares the same types of reports she reviews, so her assessments are grounded in current, practical knowledge of what a sound ecology report looks like under Queensland legislation - not a checklist exercise.
